Wall Mount Air Conditioner Dehumidifier

looking for an inexpensive way to cool a 10′ x 10′ room to about 70 degrees?

I have a 10 by 10 foot room that I want to keep between 40 and 70 degrees, I have the minimum temperature covered with a small heater but I would like an inexpensive way to cool it in the summer. It is a room in my attic that has been fully insulated. I do have a drain avaliable for a portable air conditioner but the ones I found are kind of expensive and over kill. There is no way to mount a regular air conditioner in the wall anywhere. I doubt a dehumidifier would do the job and I haven’t heard good things about air coolers. I can build any contraption as I am so inclined. Any thoughts would be appericiated. Thanks.

Insulation only slows heat transfer, it doesn’t stop it.
Under an attic roof in summer and 70 Deg. is going to require substantial cooling.
There are 7000 BTU two-unit, (outside condenser type), room air conditioners.
